In a small sauce pan, whisk together all of the ingredients, except for the non-dairy milk.
Turn the heat to medium high and bring the mixture to a simmer.
Whisk in the non-dairy milk and allow the hot chocolate to warm through, until almost boiling, while continuing to whisk occasionally.
Turn off the heat and, if desired, carefully froth the hot chocolate with a hand held milk frother.
Pour into mugs, top with marshmallows, another shake of black pepper and enjoy!
